What governs it
ISO/TC 251 describes ISO 55001:2024 as requiring a strategic asset management plan, in new subclause 6.2.1, which it presents as the means of aligning asset management with the organisation’s objectives, and as making clearer in 6.2.2 and 6.2.3 that asset management objectives have to be resourced and planned for, not only listed.

The outcome statement is where an investment takes up that line of sight: objectives carried from the organisation’s objectives through the strategic asset management plan into a basis against which each planning and investment decision can be tested.

Organisational objectives, the problem the need responds to, and evidence returned from earlier investments of the same kind.
Activities
Write the outcome in terms that can be measured after handover, and name the role that will own it once the delivery organisation disbands.
Outputs
An outcome statement with a named owner, a measure, and the objective it traces to.
Evidence
The dated outcome statement, kept so that later drift from it can be seen and explained.
Decisions
Proceed to options, reframe the need, or stop.
Exceptions
Where no measurable outcome can be stated, the gap is recorded and the case proceeds only with that gap visible to whoever sanctions it.
Receiver
The team preparing options and the business case.
What returns
The outcome statement is the measure against which benefits are later evaluated, and the record that makes that evaluation possible.
