Formulas as set out in the GAO Cost Estimating and Assessment Guide. The to-complete performance index says what cost efficiency the remaining work needs to finish on budget; a TCPI far above the CPI is a forecast that assumes a recovery nothing to date supports.
Every figure here is read off the schedule. Whether that schedule can carry a forecast is a question of how it is built, which the schedule logic check asks of the file itself.
